Well, Tau are an extremely localized population that are almost on the opposite side of the galaxy from the Calixis Sector and the Koronus Expanse (where the game takes place as far as Fantasy Flight is concerned). And unlike the Kroot, they aren't inclined to be travelers or mercenaries. Just local heralds of the greater good.
As for the Eldar... also kind of an iffy one. Although the freaking elves are everywhere, they tend to be extremely insular and ill-inclined to actually travel and work along side humans. They might move amongst them to use them for a bit, but are rarely open about it. But I can still see how they could make it. But you can easily take stats for the Eldar from one of the Core books and make your own Eldar.
Then again, in any situation where you tell me if there was a better choice than addings Orks, I will reflexively tell you that you are wrong, so I may not be entirely unbiased in this matter.
